Planning Campaign Briefing 5 - Transport

The National Planning Policy Framework (NPPF) has reduced transport policy from 45 pages down to just two. In addition, while one of the NPPF's core planning principles calls for the ‘fullest possible use’ of walking, cycling and public transport, elsewhere it is stated that developments should not be refused on transport grounds ‘unless the residual impacts are severe’.
